Empty temp folder when starting and exiting viflow

Emptying the temp folder should also be enforced when starting viflow. There are always cases where the temp folder is full and has not been emptied. Presumably due to a previous crash. This can only be remedied by manually deleting the folder.

A full temp folder has often caused WebModel exports to not work or reports to contain errors.
