Optimize/shorten the WebModel lock during export.

It seems to us that when files are exported, they are first exported to a temporary directory and are only transferred to the WebModel once the export is complete, but the WebModel remains locked the entire time. The idea is to lock the system with app_offline only when necessary due to file activity, not for the entire duration, so as not to block the WebModel unnecessarily.
